Shaneis was invited to lead the fiscal and social impact reporting for a citizen-led bill during the 2023 Colorado Legislative Session, House Bill 23-1136.
Her contributions were instrumental in the bill's unanimous passage through both the House and Senate committees in Colorado and in passing six successful subsequent healthcare bills throughout Arkansas, Illinois, Massachusetts, Minneapolis, New Hampshire, and New Mexico since 2023. Her data-driven approach brought both democrat and republican legislators together across the nation to successfully pass this critical healthcare access initiative.

Supported Leadership to Secure Just Under $30M To Modernize and Transform Auraria Campus
Shaneis supported Auraria Campus during one of their most successful legislative sessions to date. In the 2023-2024 session, Auraria Campus secured just under $30 million from the Legislature to improve campus facilities, technology, and improve the campus police department facility.
These funds are set to transform the campus by modernizing critical infrastructure in buildings that are over 50 years old to support Colorado's largest higher education campus.

Assisted Executive Team in Passing Landmark Resolution to Reengage the Community's voice in the Campus' Historic District
Shaneis assisted her campus community in passing a landmark resolution that established a committee to oversee the planning, vision, and reimagine the historic 9th Street Park through the leadership of the community. This resolution was collaboratively designed to provide voice to the displaced Aurarian community, honoring their history and sacrifice by creating meaningful spaces that reflect their legacy.
Shaneis knows that the health of our planet is deeply interconnected with the health of its people. There are parallels between promoting proactive healthcare measures and advocating for the planet’s well-being—both demand foresight, investment, and systemic change.
Her leadership in public health, from launching Eagle County’s Community Health program to driving strategic innovations at the Colorado Department of Public Health and Environment, emphasizes equity and sustainability.
Now, as the Chief of Staff of the Auraria Campus, Shaneis is advancing these values by advocating for the campus’ first-ever Energy Performance Contract (EPC) and the campus’ climate action plan, aiming for carbon net zero by 2050. This initiative modernizes energy, water, and solar-powered systems, conserving critical resources and ensuring financial and environmental savings for future generations.

As a healthcare provider and legislative advocate with a successful track record accross 7 states, Shaneis is dedicated to protecting and strengthening Medicaid and Medicare at the state level to ensure that all Coloradans, especially seniors, low-income families, and individuals with disabilities, have access to essential healthcare.
She understands these programs are lifelines for millions, providing critical coverage for everything from routine check-ups to life-saving treatments.

As the current Chief of Staff for Auraria Campus, Shaneis is a fierce advocate for strengthening public education, recognizing it as the foundation of a thriving community and economy.
Shaneis is committed to building on this progress by supporting policies that safeguard funding for schools and ensure every student has access to quality education—regardless of their zip code.
Economy
Shaneis' understanding of TABOR's extensive budget restrictions on public services has driven her to spearhead a comprehensive policy review in collaboration with local tax and public finance leaders under her business, UpstreamInformatics.org. The team's research focuses on leveraging graduated tax initiatives successfully implemented in eleven other states to strengthen Colorado's budget by $1B and provide meaningful relief to low-income earners.
Housing: Shaneis feels one of the most powerful tools to put more money in Coloradans' pockets is to decrease the cost of living by working towards saturating the Colorado housing market. After supporting staff at Auraria Campus kick off a first-of-its-kind affordable workforce housing project, bringing approximately 300+ units to the heart of downtown Denver in the coming years, she has learned about the constraints construction defects have on developers in Colorado.

About Shaneis
Shaneis is a proud Colorado native and eldest of five. She earned her BA in Allied Health from Metropolitan State University in Downtown Denver and her MS in Allied Health from Loma Linda University in Southern California. Following her two-year clinical residency, Shaneis obtained her American Board Certification in the Orthotics and Prosthetics field and then specialized in pediatric care in Southern Colorado and the Denver Metro Area.
In 2018, Shaneis transitioned to hospital administration and leadership at Vail Health. During the pandemic, she played a crucial part in the COVID Incident Command Team, ensuring Eagle County held equitable access to care, enhancing registration systems, and supervising clinical operations for both inpatient and outpatient COVID services. The success of these initiatives was later published in a scholarly article co-authored by Shaneis and her colleagues.
Expanding on Vail Health's revamped systems, Shaneis led a team that provided new services for Eagle County. Eagle County's first Sexual Assault Nurse Examiner (SANE), and Eagle County's free preventative health program, This program offered free wellness visits, health literacy education, and Medicaid enrollment services to thousands of uninsured residents on mobile units.
After transitioning from Vail Health to her leadership role within the public sector at Colorado Department of Public Health and Environment, Shaneis implemented the Disease Control and Public Health Response Division's first-ever Project Management Office. During this time, she oversaw the development and implementation of the Division's first multi-year strategic plan and dashboarding system.
Shaneis currently serves as the Chief of Staff at the Auraria Campus, a dynamic and CO's largest higher education community located in the heart of downtown Denver. In this role, she leads the campus' Marketing and Communications Team, Strategy, and the Auraria Early Learning Center's Capital Development Campaign to expand enrollment capacity by 30%.
Outside of her state role, she was invited to lead the fiscal and social impact reporting for a citizen-led bill in the 2023 Colorado Legislative Session, House Bill 23-1136. Her contributions were instrumental in the successful passage of the bill and the success of similar bills because of her leadership in Arkansas, Illinois, Massachusetts, Minnesota, New Hampshire, and New Mexico.
Shaneis regularly volunteers in Latin and South America and here in Denver, providing care to the uninsured community with The Range of Motion Project. In 2023, she was part of the clinical team implementing the first-ever prosthetic clinic in the Amazon Rainforest.
Shaneis is proud to represent one of the nation's largest women-only cycling teams. Ride or Die Collective's mission is centered on protecting and growing spaces for Women/Trans/Femme/Non-Binary riders. Shaneis has placed top three overall female at Leadville MTB 100, and holds several course records throughout Colorado.
Her favorite place in the world is on a single track with her fiance Jay and pup Bici.
